Pontianak, FISIPUNTAN. PKM Pengawasan Partisipatif Masyarakat Dalam Pemilu. Usai Diseminasi hasil  pengabdian kepada masyarakat (PkM) sesi 1 pada (5/12) di PMIS Untan, Kelompok 1 PkM yang di ketuai Dr.Martoyo langsung bergerak melaksanakan PkM sesi ke 2 bertajuk Pengawasan Partisipatif Masyarakat Dalam Pemilu di kelurahan Siantan Tengah Pontianak Utara.

Begitu strategisnya peran rakyat dalam Pemilu guna menghasilkan pemimpin yang bermutu, maka dibutuhkan partisipasi rakyat yang optimal guna mengawal pelaksanaan setiap tahapan Pemilu yang diselenggarakan khususnya di Kota Pontianak (Pontianak) Provinsi Kalimantan Barat (Kalbar) pada Pemilu Serentak 2024 mendatang.

“Ada keterkaitan erat antara pelaksanaan dan pengawasan. Pengawasan Pemilu yang bertujuan ingin memastikan agar suara rakyat tidak diselewengkan apalagi dirusak dalam ragam bentuk pelanggaran Pemilu. Potensi pelanggaran Pemilu yang demikian luas seyogyanya dapat diantisipasi dengan partisipasi masyarakat dalam mengawasi proses yang berlangsung dalam setiap tahapan Pemilu.” Demikian ujar Dr.Martoyo, MA di sela keberangkatan tim menuju lokasi PkM.

Perkiraan keadaan dan situasi (Kirka) ini pula yang melatari analisis tim Pengabdian Kepada Masyarakat FISIP Universitas Tanjungpura (PKM FISIP Untan tahun 2022) yang diketuai oleh Dr.H.Martoyo, MA untuk disikapi bersama mitra dalam konteks ini adalah Badan Pengawas Pemilihan Umum Kota Pontianak (Bawaslu Pontianak) dan Pemerintah Kota Pontianak di Kelurahan Siantan Tengah.

“Kami mengangkat isu krusial  ini mengingat bahwa pengawasan partisipatif masyarakat dalam pemilu merupakan bagian integral dari pengejawantahan kedaulatan rakyat menyongsong Pemilu 2024”. Komentar Dr.Nurfitri Nugrahaningsih pakar ilmu politik Universitas Tanjungpura yang juga anggota tim PkM FISIP.

Sesuatu yang sangat fundamental dalam proses demokrasi di Kota Pontianak khususnya, setelah sebelumnya sukses giat serupa di Desa Kuala Dua Kubu Raya, imbuhnya.

Menurut Dr.Mukhlis pakar sosiologi Universitas Tanjungpura terkait permasalahan mitra adalah soal kesadaran masyarakat atas kedaulatan yang dimiliki dalam proses demokrasi, yang nyatanya masih rendah.  Kerendahan tersebut salah satu pemicunya adalah minimnya pengetahuan rakyat mengenai demokrasi, pemilu dan pengawasan pemilu.

Sehingga menjadi urgen bagi segenap pihak yang berkompeten termasuk akademisi melakukan berbagai cara mendorong penguatan partisipasi rakyat. Faktanya, partisipasi rakyat dalam Pemilu selama ini hanya sekedar dimaknai secara terbatas yakni cukup dengan hanya memberikan hak pilihnya pada hari pemungutan suara di TPS.

“Ini bentuk komitmen dan tanggung jawab kita bersama terhadap Pemilu, agar terjadi sirkulasi elit pemimpin yang bermutu yang mendorong bangsa ini maju”. Tegas Dr.Mukhlis yang juga anggota tim PkM FISIP.

Pengawasan partisipatif masyarakat dalam pemilu adalah solusi yang sejalan dengan misi Bawaslu yakni mendorong pengawasan partisipatif berbasis masyarakat sipil. Pelibatan masyarakat dalam pengawasan Pemilu harus terlebih dulu melalui proses sosialisasi dan transfer pengetahuan dan keterampilan pengawasan Pemilu dari pengawas Pemilu kepada masyarakat.
